CTC (Cost to Company)
The total annual cost an employer bears for an employee — which is not the same as what the employee receives.
CTC is what employing someone costs the company over a year. It includes what reaches the employee as pay, plus what the employer pays on their behalf: the employer’s provident fund contribution, the employer’s ESI contribution where applicable, gratuity provisioning, insurance premiums and any other benefit with a cost attached.
The gap between CTC and take-home pay is where most confusion sits. Employer contributions never reach the employee’s bank account; employee deductions — provident fund, professional tax, income tax deducted at source — leave it before it does. A CTC figure can therefore be substantially higher than what somebody is actually paid each month, which is why offer conversations that quote only CTC so often end badly.
There is no statutory definition of CTC and no legal rule fixing how it splits into basic, house rent allowance and other components. That split is company policy. It matters because several statutory amounts are calculated on basic — provident fund and gratuity among them — so two offers with identical CTC can produce different take-home pay and different retirement savings.
The Code on Wages, 2019 would change this materially by defining "wages" for the purpose of these calculations in a way that constrains how low basic can be set. It is not yet fully in force, so the position above remains the operative one.

The component split is set by each employer, not by law. Any "standard" ratio you see quoted is convention rather than requirement.
